Summary Record of the IARU Region 3 Virtual EC Meeting on May 4, 2025

Par­tic­i­pants: Pres­i­dent Wis­nu YBØAZ, Vice Pres­i­dent Aris 9M2IR, Sec­re­tary Ken JA1CJP, and EC mem­bers Dr. Jack HS1FVL, John­ny VR2XMC, Dr. Lee HL1IWD, Oscar VK3TX, and Taro JA1BJI.

The meet­ing com­menced with a wel­come and approval of the agen­da, which was accept­ed with­out com­ment.

The EC mem­bers report­ed on var­i­ous activ­i­ties, includ­ing ongo­ing com­mu­ni­ca­tion with ama­teur radio clubs in Hong Kong, updates on IARU restruc­tur­ing con­sul­ta­tions, and region­al activ­i­ties such as the re-elec­tion of KARL’s pres­i­dent and the con­clu­sion of the HL100IARU oper­a­tion. The Vice Pres­i­dent dis­cussed upcom­ing meet­ings and the sta­tus of IARU posi­tion papers for WRC-27. The Sec­re­tary pro­vid­ed updates on cor­re­spon­dence relat­ed to events like QRP Day and the IARU HF Cham­pi­onship, as well as par­tic­i­pa­tion in the IARU 100th anniver­sary cel­e­bra­tions. Pres­i­dent Wis­nu shared his expe­ri­ence at the anniver­sary event in Paris, and Oscar high­light­ed active media con­tri­bu­tions and atten­dance at the WIA annu­al meet­ing.

Regard­ing the IARU restruc­tur­ing con­sul­ta­tion, feed­back from Mem­ber Soci­eties was lim­it­ed, with con­cerns expressed about the lack of detailed pro­pos­als, espe­cial­ly regard­ing finances. It was agreed that silence would be con­sid­ered agree­ment, and mem­bers were encour­aged to sub­mit their feed­back.

Prepa­ra­tions for the upcom­ing APG-27–2 meet­ing in Bangkok were dis­cussed, focus­ing on WRC-27 agen­da items that could impact ama­teur radio, par­tic­u­lar­ly those relat­ed to lunar com­mu­ni­ca­tion and space weath­er sen­sors. Rep­re­sen­ta­tives Aris and Jack vol­un­teered to attend.

The next EC meet­ing was sched­uled for August 25–26, 2025, in Tokyo, with mem­bers asked to con­firm trav­el plans. The upcom­ing IARU Region 2 Gen­er­al Con­fer­ence and AC meet­ing will be held in Sal­vador, Brazil, in Octo­ber, with Pres­i­dent Wis­nu and Sec­re­tary Ken rep­re­sent­ing Region 3.
Addi­tion­al top­ics includ­ed the review of the pre­vi­ous min­utes, finan­cial han­dover issues, inac­tive offi­cers, the R3 Net oper­a­tion modes, the pos­si­bil­i­ty of host­ing the R3 YOTA Camp, and updates on the Region 3 web­site and mail serv­er. Dis­cus­sions also cov­ered the pro­pos­al for an annu­al QRP Day around June 17, with flex­i­bil­i­ty on the exact date.
